Managing direct payments just got easier with Edinburgh City Council
Services available from People Places Lives (PPL) in Edinburgh
PPL has been awarded onto the City of Edinburgh Council framework to support individuals who choose 'Option 1' Self Directed Support.
The support available from PPL includes:
1. Financial Management Service (FMS) - with or without payroll
2. Payroll Only support
Both of these services are currently available to all eligible individuals in receipt of 'Option 1' Self Directed Support.
What does Financial Management Service (FMS) support from PPL look like?
PPL use a digital platform called Virtual Wallet to support individuals in managing their SDS funding.
Each individual has their own Virtual Wallet account which is used to monitor funding, approve time-sheets and manage invoices, in a single secure platform.
Whilst PPL will support the individual to manage their account, the individual or an approved representative is able to have their own access to the Virtual Wallet account, ensuring full visibility at all times.
Virtual Wallet is also used by personal assistants (PAs) to submit time-sheets for review and approval, where the individual also uses PPL Payroll.

How do you make a Financial Management Service (FMS) referral to PPL?
Where an individual has chosen 'Option 1' Self Directed Support and been assessed by City of Edinburgh Council as eligible for Financial Management Service (FMS), Virtual Wallet from PPL is available to them.
The referral to Virtual Wallet has to be made by the social worker on behalf of the eligible individual.
Step 1 – The social worker needs a virtual wallet account to access the referral form. If you don’t have a VW account, email projectteam@myvirtualwallet.co.uk and the PPL team will create an account for you.
Step 2 – Log in to virtual wallet to complete the online referral form – A guide to help you complete the referral is available here – OE Referral Guide
Step 3 – Advise the CEC Funding Independence Team (FIT) that PPL will be the provider for this individual – this ensures funding will be transferred to PPL.
PPL will then work with the individual to set-up their support arrangements in virtual wallet.
What does Payroll Only support from PPL look like?
For any individuals who choose Option 1 Self Direct Support and employ their own personal assistants, PPL is able to offer a comprehensive payroll only solution.
Using Virtual Wallet, individuals and their personal assistants have access to submit, review and approve electronic time-sheets.
Once time-sheets are approved, the PPL Payroll team will process payroll inline with the agreed schedule, before making payslips available to the individual for payments to be made to their PAs.
