PPL and Swindon Borough Council
PPL are delighted to be working with Swindon Borough Council to support the delivery of direct payments for both adults and children across Swindon.
The full scope of support available from PPL includes Direct Payment Support Services (DPSS), Payroll and financial management - all underpinned by the PPL Portal and the Virtual Wallet financial management module.
Using Virtual Wallet individuals and their authorised representatives are provided with access to their own secure, online account. Using their account, individuals have full visibility of their direct payment account balance, funding in and payments out.
However support is delivered, Virtual Wallet can help manage payments to payments, PA timesheets and invoices, personal contributions and top-ups.
Digital timesheets for employed personal assistants are a key feature of Virtual Wallet, and when integrated with PPL Payroll, provide an end-to-end managed payroll solution.
Over the days, PPL will be contacting all individuals in receipt of direct payment funding, sharing more information on what the transition to Virtual Wallet will mean for them.
Direct Payment Recipients with Self Employed PAs
The first group of individuals to benefit from Kernow Wallet are those who receive support from self-employ personal assistants.
From late June 2026, all individuals who use their direct payment to pay for support from self-employed personal assistants will be contacted by PPL and supported to get their Virtual Wallet account up and running, meaning that from August 2026 onwards, this group of individuals will be ready to use Virtual Wallet to process payments to their self-employed Personal Assistants.
If you receive an email or phone call from the PPL Onboarding team, they will ask for the bank account details of any self-employed personal assistants, which is an essential step in getting Virtual Wallet ready to process payments.
The form linked below can be used to provide the bank account details of any self-employed PAs to PPL.
Direct Payment Recipients receiving support from organsiations
The second group of individuals to benefit from Kernow Wallet are those who receive support from care agencies or any other type of organsiaton that provides support services.
From mid-August 2026, all individuals who use their direct payment to pay for support from a care agency or other organisation will be contacted by PPL and supported to get their Virtual Wallet account up and running, meaning that from mid-September 2026 onwards, this group of individuals will be ready to use Virtual Wallet to process payments to their support organisations.
If you receive an email or phone call from the PPL Onboarding team, they will ask for the contact information and bank account details of any organisations that provide support to you, which is an essential step in getting Virtual Wallet ready to process payments.
